The (NVQ) Diploma in Controlling Lifting Operations – Slinger/Signaller (Construction) at Level 2 will develop knowledge and skills in areas such as preparing, guiding and placing suspended loads.

This qualification covers the following areas:

  • attaching and preparing suspended loads for movement using lifting accessories in the workplace
  • guiding, positioning and placing suspended loads in the workplace
  • conforming to general health, safety and welfare in the workplace
  • conforming to productive working practices in the workplace

Rationale and purpose of this qualification

The qualification is designed to train and confirm that the learner has gained full competence as a slinger/signaller to recognised industrial standards. It is aimed at those who do not have any prior experience of the industry (new entrants) or those in work who are looking for recognition of their prior learning and experience.

Learners who achieve this qualification can use it to gain employment, to advance in the sector, or to work towards another qualification (see Progression).

The primary purpose of this qualification is to develop and confirm the learner’s occupational competence as a slinger/signaller. As a knowledge programme, work-related, competence-based qualification, it will confirm to employers and industry managers and card schemes that the holder has the skills and knowledge needed to progress to or meet the nationally recognised standard to carry out the role.

The qualification is assessed by completing a portfolio of evidence. The assessor can work alongside the learner to confirm that they have met the requirements of the qualification and that they are therefore competent in their role.

Learners are assessed by completing various tasks. These can be through practical assessment, knowledge-based questioning and/or online assessment. The assessor can then confirm that they have met the requirements of the qualification and that they have the necessary underpinning knowledge and skills to progress to the Level 4 Controlling Lifting Operations — Supervising Lifts (Construction) and Level 5 in Controlling Lifting Operations — Planning Lifts (Construction).

Learners prove their competence by being observed by the assessor as they carry out their normal work activities competently and to the industry standard. They will also show that they are complying with current legislation and company procedures.

The assessment process will ensure that the learner can:

  • interpret the instructions correctly
  • select the appropriate resources for the task
  • complete tasks within the given timescales and specifications

Recognition

This qualification is supported by the Construction Plant Competence Scheme (CPCS).

CPCS provides a registration card scheme acknowledged by industry for those involved in plant operations. The scheme recognises skills, knowledge and understanding, competence and qualifications.

What does this qualification cover?

As this is a knowledge-based and competence-based qualification, learners will be acquiring the knowledge and skills required through on-the-job experience or in a learning environment.

This qualification has a range of pathways linked to typical job roles that learners will encounter in the industry.

To achieve the whole qualification learners need a minimum of 43 credits and must complete four mandatory units.

This qualification is suitable for:

  • learners with no prior experience
  • learners in employment who wish to enhance their career prospects

Entry to the qualification is at the discretion of the centre. There are no specific skills, knowledge, understanding or other qualifications that must be achieved before starting this qualification. However, learners must have the potential and opportunity to gain this qualification successfully.

This qualification is mainly taken by individuals employed/seeking employment as slinger/signaller.
